district 104

state representative

since 1996, i have been your south carolina state representative from district 104. three terms (six years)means experience -experience in how things get done, who gets things done and why things get done in the south carolina legislature. this experience coupled with seniority gives me the means to accomplish great things for district 104. i am a fiscal conservative, believing very much in a limited government, constrained in its reach into our daily lives. during my tenure, i aggressively advocated district 104 interests. just to select a few successes:

homeland security

the need for the state to keep its citizens from harm has been foremost on my mind since september 11, 2001. i worked on your behalf to pass the necessary legislation to enhance south carolina's ability to protect itself in times of emergency through the use of advanced surveillance techniques, mandatory sentencing guidelines, increased inter-agency communication and greater latitude for law enforcement.

education

i fought to eliminate unfunded state mandates and returning control to the local level, empowering teachers to control their classrooms, implementing accountability measures and placing an emphasis on reading, writing, arithmetic and phonics. additionally,education was exempted from budget balancing controls and the education budget was increased by $61 million.

i was a sponsor and fought for the passage of the school safety act to make our classrooms safer for children who go there to learn and sponsored the life scholarship program that is sending more than 17,000 of our best and brightest students to south carolina colleges.

i was a strong supporter of the landmark education accountability act, which for the first time will make the performance of schools accountable to parents and taxpayers.

highways and infrastructure

i played a major role in the development of the south carolina state infrastructure bank and acquiring funding for the conway bypass and carolina bays parkway. i secured $45 million for the carolina bays parkway-north myrtle beach connector. in addition i obtained and additional $150 million of funding for ride highway projects.

i secured $1 million for the north myrtle beach storm water drainage project. i initiated $1 million line item in the state bond bill for the north myrtle beach aquatics and fitness center.

although killed in the senate, i won house approval to designate the conway bypass and carolina bays parkway as interstate 73 and 74 respectively. i will not give up on this issue as it is critical to getting an access to i-95 for this area. i also worked hard for individual community issues by obtaining funding for intersection improvements and traffic signal additions in little river, sea mountain highway, red bluff and wampee communities.

environment

important to all of us is the quality of our water. i worked hard to pass legislation to tighten hog farm regulations to prevent contamination of rivers, beaches and sources of drinking water. i will continue my efforts to provide state funding for removal of storm water outflows from our beaches.

taxes

i initiated legislation that provided for $20 million for auto tax relief as well as working to eliminate the sales tax on food. i am also quite proud of our efforts to make the $50,000 homestead exemption permanent.

prescription drugs

i helped pass the prescription drug plan enacted during the 2000 session that provides needed assistance to over 40,000of our state's senior citizens.
